Consultation on Royal Arsenal Riverside Decarbonisation Strategy

Lowick has supported Berkeley in delivering a second round of public consultation on the Royal Arsenal Riverside Decarbonisation Strategy – a key project to transition the estate’s district heat network towards low-carbon energy through the introduction of Air Source Heat Pumps (ASHPs).

Following feedback received during the first phase of consultation in May 2025, Berkeley presented revised proposals that relocate the ASHPs from the sunken area of Wellington Park to an alternative site. The updated approach proposes to expand the existing Energy Centre on Arsenal Way, supplementing the current Combined Heat and Power (CHP) engine with new ASHP technology.

This refined design reduces disruption, preserves Wellington Park’s green space, and discreetly integrates the facility into the surrounding environment.

All feedback will be reviewed ahead of Berkeley submitting a full planning application to the Royal Borough of Greenwich.
